The research Unit on Biodiversity and Reflexive governance is a research unit of the Centre for Philosophy of Law of the Université catholique de Louvain (UCL). Its hypothesis is that, both from the point of view of economic efficiency and normative legitimacy, the question of the regulation of biogenetic resources would benefit from its confrontation with the debate on the use of reflexivity in contemporary theories of governance. Theories of "reflexive governance" attach importance to the practices of negotiating, contracting and participatory decision making as means by which the agents may exercise their capacity of choice, but also aim at moving beyond an analysis in terms of classical incentives and instead emphasize the importance of reflexive incentives. These latter seek to ensure a process of collective learning among the different stakeholders involved in the new governance arrangements
